Eligibility & Qualification
Every applicant must satisfy all three of the following mandatory conditions:
- Permanent Residence Certificate (PRC): Must be a citizen of India and an inhabitant of Arunachal Pradesh holding a valid PRC issued by the designated competent authority.
- APST Certificate: Must be an original inhabitant of Arunachal Pradesh holding an Arunachal Pradesh Scheduled Tribe certificate, as per the tribes notified under the Constitution (Scheduled Tribes) Order, 1950.
- Indigenous Tribal Language Proficiency: Must be able to speak an Indigenous Tribal Language of Arunachal Pradesh and possess working knowledge of the local indigenous tribes, as per the notified list and implementation mechanism.
Educational Qualification
A Graduate Degree from a UGC-recognised university (incorporated by an Act of Central/State Legislature, or a Deemed University under Section 3 of the UGC Act, 1956), or an equivalent qualification declared by the Government.
Candidates who have appeared, or intend to appear, in their qualifying degree exam are also eligible to apply. Their admission remains provisional, and they must produce original proof of having passed on the day of the Interview/Viva-Voce of the Main Examination — failing which they will not be permitted to appear for the interview. If the degree certificate is unavailable due to the university not holding convocation, the marksheet is accepted instead.

Date of birth is accepted only as recorded in the Matriculation/High School or Higher Secondary Leaving Certificate. No other document (horoscope, affidavit, municipal birth extract, service record, etc.) is accepted as age proof.
Selection Process
- Preliminary Examination (objective type) – a screening test only; marks are not counted for final merit.
- Main Examination (written, subjective type) – 8 papers, whose marks (except English) count toward final merit.
- Interview / Viva-Voce – for candidates who qualify the Main Examination, based on personality assessment.
About 12 times the number of advertised vacancies will be admitted to the Main Examination, based on Preliminary Examination performance.

Each paper is of 2 hours' duration. Paper-I (General Studies) marks count toward qualifying for the Main Examination. Paper-II (CSAT) is qualifying in nature only — candidates must score at least 33% in it, but these marks are not counted for qualifying to the Main Examination.
It is mandatory to appear in both papers — a candidate who skips either paper will be disqualified. There is negative marking of 1/3 for each wrong answer. Question papers are set only in English, at a Degree-level standard. Blind candidates and those with Locomotor Disability/Cerebral Palsy (minimum 40% impairment affecting the writing hand) get 20 minutes' extra time per hour, per paper.
Main Exam & Interview
The Main Examination consists of 8 subjective-type written papers plus an Interview:
- English (Compulsory): 300 marks, qualifying in nature. Candidates of all categories must score at least 33% — other papers are evaluated only if this paper is cleared. English marks are not counted for merit.
- Merit Subjects (Essay, General Studies I–IV, and two Optional Subject papers – 7 papers, 1750 marks total): candidates must score an aggregate of 33% (577.50 marks) with at least 20% in each paper. For PwBD candidates, the requirement is an aggregate of 20% (350 marks) with at least 10% in each paper.
- Interview/Viva-Voce: Candidates qualifying the written exam are called for interview in a ratio of about 1:3 of advertised vacancies. The interview carries 275 marks.

Examination Centres
The APPSCCE 2026 Preliminary Examination will be held at Itanagar, Naharlagun and Nirjuli, Bomdila, Ziro, Daporijo, Seppa, Pasighat, Yingkiong, Tezu, Aalo, Basar, Khonsa, Changlang, Roing, Doimukh, Yachuli, Tawang, Namsai, and Likhabali. APPSC reserves the right to allot or change the centre at its discretion, and no request for a change of centre will be entertained.
